High-Level Tripartite Meeting

The National Chamber of Crafts participated in the High-Level Tripartite Meeting entitled “Improving Access to Social Protection for Domestic Seasonal Workers in the Tourism Sector in Albania,” held on March 25, 2026, in Tirana.

The event was organized by the International Labour Organization (ILO) as part of its initiatives aimed at strengthening social protection and promoting the formalization of the labor market in Albania and the wider region.

The meeting brought together representatives of government institutions, social partners, employers’ and workers’ organizations, as well as international experts, to discuss the challenges and opportunities for improving social protection coverage for seasonal workers, particularly in the tourism sector.

During the discussions, participants were presented with:

  • The key findings of the ILO report on the structural barriers faced by seasonal workers;
  • Experiences and best practices from European Union countries such as Greece, Spain, Portugal, and Italy;
  • Various policy models aimed at improving benefits and access to social security schemes.

Within the framework of the tripartite dialogue, several important issues were addressed, including:

  • Contribution rules and qualification periods;
  • Sector-specific challenges in the tourism industry;
  • The need for more efficient administrative solutions;
  • Policy directions for achieving more comprehensive social protection coverage.

The participation of the National Chamber of Crafts in this event underscores its commitment to contributing to the improvement of working conditions and social protection for professionals and seasonal workers, while supporting the sustainable and formalized development of the labor market in Albania.
